Blocked Nokia 5160?

I have a Nokia 5160, my contract just expired 1 month ago and I thinking
about moving to another company, but I'm been told that my phone is block
and it can only be used with AT&T?

Where can I find more information on this?

this is one of my all new copy and pasted responses to messages:

The phone needs to be unlocked so that any network sim card can be put in
there, to do this you need a data cable (MBUS) and unlocking software or
just get someone else with these to do it for you. Bear in mind that the new
versions of some nokias cannot be unlocked yet or are very difficult to
unlock.

What would be the reason for the other service provider for not being able
to do reprogrammed my phone?

and, is there a way around?

yes there is a way around it....the phone your speaking about is soc locked
and needs a special software program to remove it.
